What is a PIO (Person of Indian Origin)? 

The PIO card was an older category introduced for people with Indian ancestry.  

Note: The Government of India has merged the PIO and OCI (Overseas Citizen of India) schemes. PIO cardholders are now generally treated as OCI cardholders and are advised to convert their PIO cards to OCI cards. 

To convert PIO to OCI: The PIO-to-OCI conversion facility has been discontinued. PIO cardholders must apply for a fresh OCI registration under the current Government of India guidelines. (To convert PIO to OCI: https://ociservices.gov.in/onlineOCI/)
